MLGT updated to 2019/10/16 version, with metadata updates of registers

The online version of ISO/TC 211 MLGT has been updated to reflect the latest MLGT version of 2019-10-16.

This MLGT version provides a number of improvements, including:

Reflection of language codes specified in the MLGT
- Chinese was chi now chn
- French was fre now fra
- Malay was may now msa
Fixes of metadata as reported:
- registry link for English
- French registry contact
